When you are certain that you will not be working again before 6th April coming you may apply. You can always ask about earlier years, just now you may review any previous year back to 2005/06. How - well assuming you kept the P60 or P45 from each employment write to HMRC (securely staple papers together) and in the covering letter say you have finished work for the year and please could HMRC review the year with a view to a rebate.
