Yes and no. If you don't buy it "unlocked" then you'll only be able to use with your carrier contract in Dubai. In England it may work (if your Dubai carrier has a roaming partner in England), but you'll likely pay outrageous roaming fees for doing so. If you try to transfer it to a new carrier that is local to England then it probably won't work unless you can get it "unlocked", which may be costly.

I would suggest you take classes to improve your English if this is an issue for you.
2 :
You neglected critical info -- your citizenship, and your status in France. If you are not a citizen of an EU country, you are unlikely to find another job in any EU country. Unemployment rates are rising, and EU citizens have priority on any job openings. As for working in the UK, it is a given that your English language skills would have to be top notch before you would be considered.

Im thinking about buying the HTC Droid Incredible, problem being its only in america, is it possible to buy an unlocked one and will it work in england?

No. Only GSM phones can be unlocked. The Incredible is a CDMA phone, so it would not work.
